Even when I shake the carton, they are still there and the milk isn't spoiled.

those white specs are probably milk cream. in natural milk that comes right out of cow's tit to your kitchen there's this fat/cream that forms a layer on top of the milk when you boil it. it's really delicious and we eat it with honey, nutella or jam. in pasteurised milk you cannot have it.

even if there's a layer formed on top to collect them all there still can be small pieces of that cream swimming in the milk. that's why we filter the milk through a really thin cloth. it's not necessary but some kids don't like it, so...

It is the fat/cream that is in the milk. When milk is not homogenized, the cream can separate and will appear as these small flecks. Sometimes, especially in winter, the milk and cream will separate and all the cream will rise to the top.

Nnn, without seeing the milk, it would be hard to determine, but it is possible.
